CUMULATIVE IMPACT ASSESSMENT
Weymouth and Portland Borough Council has been asked by Dorset Police to consider a Cumulative Impact assessment for Melcombe Regis following concerns about crime and disorder and public nuisance in these areas.
Cumulative Impact Policies were introduced as a tool for licensing authorities to limit the growth of licensed premises in an area where the number, type and density of premises selling alcohol is beginning to cause serious problems of nuisance and disorder to arise.
The effect of adopting a policy on Cumulative impact is that there is a pre –determination to refuse applications for new premises licences, club premises certificates or variations of existing licenses which are likely to add to the existing cumulative impact, provided that relevant representations are received, unless the applicant can demonstrate in their operating schedule that there will be no negative cumulative impact on one or more of the licensing objectives. If no representations are received, the application will be granted regardless of the cumulative impact policy. Existing licensed premises will continue to trade unaffected by the creation of the cumulative Impact area unless a licence holder seeks to vary their licence in a manner that would cause negative cumulative impact.
Before implementing such a policy, they are conducting a consultation exercise with interested parties and would like to give you the opportunity to comment on the introduction of such a policy.
Once they have consulted with the relevant authorities and individuals the Licensing Authority will consider all the information provided and the effect that additional premises will have on the cumulative impact. The decision on whether there is a need for a cumulative impact policy will be made by the Licensing Authority and if introduced it will be included in our licensing policy.
